With no delay, the submenus are rendered as you mouse over the parent, and are
destroyed when you go to the next one.  If you move your mouse up and down the
menu repeatedly, it will slow down the gui and cause lots of repainting. It is
distracting and annoying.  Since we have some slow fill issues in painting,
adding a delay will prevent this from slowing down the gui.

I have tested this with ROS Explorer running under XP, same behaviour.
