I am also experiencing this bug.

I have been testing this on the following
Reactos version 0.30 RC1
IBM Thinkpad 390x
BIOS version: ISB055W
Video BIOS version: V1.17.24.30
Slave controller version: 01.29.10
Processor: P2 Mobile 400Mhz 
RAM: 128MB I think its PC66 SODIMMs
HDD: Hitachi DK239A (6GB)
CDROM: CRN 8214B

ls PCI shows the following

Just as a note the live CD also crashes on this hardware directly after the
blue screen saying "ReactOS Client/Server Runtime (then the build number etc).
This is with the 0.30 RC1 Live CD.

sorry if i have not included any information you want but ive never submitted a
bug before. Is it worth opening another bug about the live CD failing to boot?
