It is because ILCombine is only exported as ordinal by ROS' shell32.dll
ILCombine is defined in shlobj.h for shell32.dll version 5.0 or later (win2k+)
possible solution: shell32.spec should be updated to a newer version. Current
ROS'  is 4.72, curent XP's is 6.00, wich exports ILCombine and some other
functions more by name.
