ReactOS architecture is more related to Windows NT/2000/XP/2003 than to Windows 
98 SE. Windows 9x drivers don't work on ReactOS and will never work.

For your serial mouse problem, can you try to also plug a PS/2 mouse? If yes, 
can you run regedit, export the tree 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum, and attach the result file 
here?
