1. Open the "Properties for system" window.
2. Click in the text area which contains the GPL to give it focus. Notice the 
blinking caret where you just clicked.
3. Use the scroll wheel on the mouse to scroll down.
If you scroll far enough down, the caret moves outside the editing area. It now 
stays right under the text describing the operating system and the "Computer" 
label.

I filed this as a Win32 bug instead of a Shell bug because I think it's a 
problem with the text area component and not with that one in particular.

Version of ReactOS: VMWare player image, 0.2.9-RELEASE. The desktop shows 
ReactOS Service Pack 6 (Built 62742).
