win32 application may expect a GUI to be there. For any other purpose, use
native applications. GUI-on-demand is a potential security thread and requires
many nasty and unreliable hacks in both the graphics and user subsystem. A
console-only ReactOS cannot and should not come with a win32 subsystem. I
therefore mark this bug as wontfix.
