This patch implements the FileEaInformation information class. However, FAT32
doesn't support extended attributes.

- Add the on-disk structures to the headers (anybody knows more complete
structures?).
- Support for FAT12/16 is still missing.

Should make CreateDirectoryEx() work, which would copy the extended attributes
if present.
