When checking the size of the drive under windows, do you check the size of the
partitioned volume, or the size of the logical disk device?

To check the latter, right click on My Computer, and choose Manage.
Scroll down to "Logical Disk Management" and click on it.
In the pane that opens on the right, determine if windows sees the proper
capacity of the drive or not.
