If You have 3 primary partitions, a OS should install on the partition that is
marked as ACTIVE.

I AGREE that ReactOS should NOT install on a partition that is in use (for
example WinXP).

But there is no code preventing ReactOS from ínstalling on a newbies WinXP or
WinME "C:" partition.

This bug report is not invalid. It describes that ReactOS does install to a
primary partition that is not marked ACTIVE but only the first primary. As far
as I understand DOS rules only the ACTIVE partition should boot or be installed
