For sure that, but:
Try Yourself, make three primary partitions on an empty HD, then mark one of
them as ACTIVE.

=> DOS or WINDOWS 95/98 will automatically install on THAT primary partition
which is marked ACTIVE.

So ReactOS does not detect that and so ReactOS doesn't react  ;-)
