As of r28613, the CreateProcessInternalW function in kernel32.dll has the VDM
commandline hardcoded as ntvdm.exe instead of reading the "cmdline" value under
key HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\WOW.
