CP_SYMBOL for MultiByteToWideChar and WideCharToMultiByte 

CP_SYMBOL for MultiByteToWideChar and WideCharToMultiByte 
is not implemnted.

add patch to support CP_SYMBOL in MultiByteToWideChar 
and WideCharToMultiByte from Wine.
