Please add the following line at the top of ROSBE.CMD to remove cygwin from
path.

PATH %windir%;%windir%\system32

This will avoid conflicts with cygwin or other binaries in the existing path.
I've done this always and it works for me.

Otherwise the build seems to fail almost right away.
