You didn't read the desc, I said REMOVE cygwin from PATH.  Cygwin is ALREADY
installed on my system and causes RosBE to fail.  RESET THE PATH in ROSBE.CMD.

PATH %windir%;%windir%\system32

This will REMOVE cygwin, not add it.
