This will not be fixed. 
1. cygwin are not supporet
2. it will fuckup other dev path that have been costumzie in windows. 
3. it is not only windir that is need it. 

This will not be fixed. If u whant it fixed u are free to change the install on
u machine self. This change are not accpected.
