Only a active partion can boot, a extions partion can not be active, 

if you known how the bios works
1. it search after partion that is primary. 
2. now it check if it active
3. now it start being loading. the bootblock
   the block frist 512 bytes must setup the filesystem
   matrix for read and write. ReactOS bootblock is 2Kbyte big
   it mean it will changeload rest of the bootblock after the
   filesystem matrix are setup. 

4. now freeloader/or anyother bootgui start up

it mean the bootloader and bootblock need be on the primary partions that is
active.
