First you need a serial null-modem cable.
It has to be connected to the second PC and another PC.

Then start Windows' HyperTerminal or PuTTY on that PC. Use the COM port as the
source and these settings:
http://www.reactos.org/wiki/index.php/Physical_serial_cable (usually they are
already the default settings).

When you start ReactOS in debug mode on the second PC now, the other PC will
receive the debug messages.
