First thing is, the apply button is enabled right after opening display
properties for the first time even though no changes have been made.

The apply button sometimes functions as "apply + ok" (it will eventually apply
the changes but will also close the window).

To reproduce this problem do these steps:

Open display properties, go to screensaver, change something there (in order to
normally enable the apply button) now change to the settings tab and click
apply, the display window will close.
