When I copied regedit.exe and explorer.exe to system32 to regain the shortcut
functionality, the icons did not change even though the shortcuts worked. I
found that the icons would change if the shortcut was renamed.

To Replicate:

1. copy regedit and explorer.exe to system32
2. open the start menu and click ReactOS Explorer to verify the shorcut is
working
3. Manually browse to C:\Documents and Settings\Administrator.<your computer
name>\start menu\programs
4. Rename ReactOS Explorer to Explorer (or any other name)
5. Open the start menu and look at the Explorer shortcut with the proper icon.
6. Repeat 2-5 for regedit.exe

I am using r27793.

To me it seems that the icon cache is not updating properly.
