This isn't a bug, this is expected behavior.

The shortcuts have a link pointing to the exe the relate to. By moving this exe
you're effectively breaking the shortcut.
You only still manage to open the target exe because the path is searched when
the shortcut fails.
The reason the icon doesn't show is because it's pulled out of the exe, which
you moved.
