A new application for base\applications\. 
Logoff.exe is a commandline application written to perform the same task as
Windows' system32\logoff.exe application.

The functionality of logging off the current session is implemented, and works.
Later someone needs to implement RPC calls to allow logoff.exe to terminate
sessions on remote machines as well.
