Yet another version of the patch since GedMurphy applied the folder change

GedMurphy changed the folders configuration so I had to redo the patch after
updating and generate a new patch. Hopefully the german resource patch can be
applied after this one.
The application caption still does not get resourced, It probably is a matter
of moving the IDS_APPNAME to each local instead of having it set as neutral and
superseded later
