Since r30335 the System control panel application notifies top-level windows of
changes to the registry by broadcasting a WM_WININICHANGE message. Now it is up
to those who work on the shell (shell32.dll / explorer.exe) to rebuild the
evironment of the explorer process. A new process created by the Explorer will
then inherit the updated environment.
