Still happens in r30700

Another method to reproduce it:
- Start cmd and do "DIR C:\ /S"
- While files are listed, move the cmd window. Previous cmd window location is
not repainted.

It seems like desktop (or parent window) is not invalidated or refreshed at
this occasion.
