The problem is that the 1st stage setup is completely unlocalized at the
moment.
Therefore the language of the 1st stage part will always be english, also if we
set the language as the first option.
I'm not sure if someone will do any efforts localizing the 1st stage setup or
if this is meaningful at all, so I think Smiley's patch can be used.

But first win32k needs to be fixed to read the keyboard layout from the correct
registry setting.
