When selecting a keyboard layout during 1st stage setup (for example the
spanish keyboard layout) usetup changes the default layout from english to
spanish so 2nd stage setup will be localized in spanish.

Maybe it's by design but I think it is incorrect since keyboard layout and
language are two different/independent things.

To solve this the usetup welcome page could show a list of languages so the
user can choose wich language does he want to use during setup and also apply
this setting to the installed os
