Not it's not necessary *normal* for example , I live in a spanish speaking land
and I use the spanish keyword layout but I always install the english version
of the operating system. Why changing the keyboard layout forces me to use a
localized OS version ?

I don't see why the first chance to change the language should be on the 2nd
stage setup .I think letting the user choose what language to install during
1st stage setup is a better idea , that way also usetup could be localized and
shown on the user native language and not only 2nd stage.
