Yes, this is intended behaviour.

As you can see in base/shell/explorer/dialogs/settings.cpp on line 62, the 
settings dialog is opened modal. Therefore the Explorer waits until the 
Settings dialog is closed, before it processes any inputs.

Under Windows, we don't have this behaviour, but as the Explorer shell will be 
rewritten anyway, this won't be changed in the current Explorer.
