In my opinion, we should not just put the HTML files into ReactOS, but do it
like it's done under Windows: With CHM files.
They consist of HTML files put together into one file.

But currently support for HTML Help is missing, so first this needs to be
added, before we can start adding CHM files to ReactOS.
