I think the bug resides on reactos reather than in this patch.

When you select the language to be used during setup using my patch it just
modifies the registry value for key
"\\Registry\\Machine\\SYSTEM\\CurrentControlSet\\Control\\NLS\\Language" which
is the same key that is modified when using the intl control panel applet.

If I'm not wrong reactos is using an incorrect procedure to load the apropiate
keyboard layout. (¿Winlogon?) should use "HKEY_CURRENT_USER\Keyboard
Layout\Preload" inset of
"HKEY_CURRENT_MACHINE\SYSTEM\CurrentControlSet\Control\NLS\Language"
