If you close a child window of another window the parent should have focus
again but in reactos both windows loose focus and the window behind the parent
gets focus.

for instance:

1. Open notepad and maximize it.
2. Open the network settings control panel applet
3. Choose a network adapter and click properties
4. exit the properties window

Now the network adapter applet has incorrectly gone behind notepad.
