I'm getting this assertion frequently.

Tested with official bootcd-32949-dbg.iso.

To reproduce: Start 1st stage setup, after the restart (cache flushed) shutdown
the vm, open it again, and start in 1st stage again, you'll see this msg at the
end of 1st stage after pressing a key to flush the cache (if it doesn't happen
repeat the sequence and you'll eventually see it).
