**This is a formal submission of a long-known issue**

During the phase of setup involving registration of components, mshtml fails to
register. Debug trace as follows:

(dll/ntdll/ldr/utils.c:2090) Relocating (76660000 -> 01500000)
C:\ReactOS\System32\mshtml.dll
(dll/ntdll/ldr/utils.c:2030) Failed to create or open dll section of
'C:\ReactOS\System32\mshtml.tlb' (Status c0000135)
err:(dll/win32/oleaut32/typelib.c:2364) Loading of typelib L"mshtml.tlb" failed
with error 2
err:(dll/win32/mshtml/main.c:450) typelib registration failed: 80029c4a
WARNING:  MmLockPagableSectionByHandle at ntoskrnl/mm/drvlck.c:43 is
UNIMPLEMENTED!
WARNING:  MmUnlockPagableImageSection at ntoskrnl/mm/drvlck.c:79 is
UNIMPLEMENTED!
