Maybe we misunderstood your bug report.

Could you please test the very latest trunk version (builds available here:
http://www.reactos.org/getbuilds/) and report if the problem still exists?

If so, please provide more information about what you were trying exactly.
Installing ReactOS without a CD drive is impossible with a normal Boot-CD.
