I think the reason to it is a several of the same file is e.g not a limit to
upload files with same name in a bug or I have upload much file on the same
file.
I think is it to difficult to translate for normal user (not developer) if only
patch is okey in bugzilla.

But I hope that ReactOS Translation Interface will come soon that it is not
necessary with patch or use bugzilla to add translates.
