implements ThreadDescriptorTableEntry for NtQueryInformationThread

After looking at my previous patch (which I must have been frikin high while
writing as it makes no damn sense) and researching LDT and GDT. Beleive this to
be pretty much correct implementation.
This with patch for bug 3616 and changing NtQueryVirtualMemory to allow for 
query address' above MmSystemStartRange allows OllyDbg to work in ROS.
Everything seems to work except pausing an debuggee.
