trunk build 35091, and also 0.3.5 I believe
1. install reactos.
2. cancel on all driver request dialogs.
3. run a cmd shell (optional step)
4. vol c:
5. close cmd shell
6. "turn off" and click yes to confirm shutdown.
7. wait for "turn off computer" screen(,or black screen & silence, depending on
build).
8. hit reset button.

that "turn off computer" screen will never come if you skip the CMD shell
steps.  Then it is a struggle just to boot normally to the GUI.

If you did use the CMD shell steps, 
reactos logo will come up,
screen may flash rapidly a bunch of times between having video sync (black
screen) and no sync at all.  
If it does this, you will end up with a black screen and no GUI.  
if it doesn't do this (not very often!), you end up with a GUI and all is well.
