patch not accpected 
1. to many number of param to NtUserSetCursorIconData
2. wrong order of param 
3. no vaild testcase that can show the 
   syscall lister from openrce is wrong how many param this api accpected.

you patch looking more like a hack
this patch will never go into trunk
