There is still a general problem concerning keyboard layouts and the system
language. Both settings currently use the same registry key, so they can't be
configured independently.

This problem is discussed in bug 2635, so I mark this one as a duplicate now.
When bug 2635 is fixed properly, this one should be fixed as well.
