Might be the following:
-german is selected in 1st stage for installation
-in 2nd stage local preferences is not clicked -> english is installed as
default language
-in 2nd stage local preferences is clicked -> german gets chosen automatically
and is installed

It's quite confusing for users since they selected the language once.
Might be the same problem for other languages.
