When switching between tabs, the current menu is unloaded and reloaded with a
new one. There is a redraw problem into ReactOS so, even if the menu has been
changed, you still see the old one.
So when you try to click on that Help menu, in reality it does not exists.
Try to force the redraw of the window by (for example) minimizing and
restoring.
However, the graphic bug really exists.
