This will not be fixed until GenerateConsoleCtrlEvent is implemented in the
kernel as it GenerateConsoleCtrlEvent is relied upon by cmd to propagate ctrl-c
messages.
When ctrl-c is pressed, cmd gets the message but is unable to pass it on to the
child process.
This bug affects all console applications.
