When the "ReactOS" or "ReactOS (Debug)" option is selected from the ReactOS
boot menu, the system begins to boot and displays the message "ReactOS is
loading files". Then a blue box appears on the screen saying "Could not load
the System hive". Most of the time, pressing the Enter key has no effect.

Reinstalled the operating system several times; the system still does not boot.
Tried a repair install; didn't fix the problem. Examined the contents of the
VHD; the file C:\ReactOS\System32\Config\SYSTEM exists but it is 0 bytes in
size.
