Works for me. I compile kernel32 with the English + German .mc file by simply
adding it to the .rbuild and .rc file. Changing the locale will change the
messages. It works perfectly out of the box.

Unfortunatly it doesn't work when the .mc file is in the lang subdirectory, so
it must be put into the main folder. Maybe you can have a look at that.
