Tested in official debug 33340.
Before crashing you see a lot of these lines:

err:(dll/win32/advapi32/service/scm.c:1667) RQueryServiceConfig2W() failed
(Error 122)
err:(dll/win32/advapi32/service/scm.c:1527) RQueryServiceConfigW() failed
(Error 122)


In 32908, ScmrChangeServiceConfigA has been replaced with
RChangeServiceConfigA.
