Apache 2.2.4 install debuglog

A new Apache 2.2.4 install debuglog

This is happend when the installer copy an old version of msvcrt.dll to
C:\ReacsOS\system32\. After this reactos is completly struggle and kill 
the process explorer.exe userinit.exe and msiexec.exe.

But msvcrt.dll is loaded from the system and shoud not be writeable!

The same happends when execute "copy msvcrt20.dll msvcrt.dll" in the
systemfolder.

This is the same as in bug 712 , bug 1403 and bug 2936
