It's not a wine problem. 
I have tested the app from bug 2900 on win/ros

1.) on Windows XP, with wine riched20.dll and DlgBased.exe.local in the same
folder (Windbg shows that the local dll is loaded): There's no scrollbar.

2) On ReactOS: there's a gray bar without buttons on the right side.
