Working off current trunk, rev 35911, this is still broken.
Steps to reproduce.
1. Install 7-zip.
2. Run 7-Zip.
3. On menu select options.
4. Associate 7-zip will all files available.
5. Close 7-Zip.
6. Create a text file on desktop.
7. rename it to empty.zip
8. Double click it to have it launch with 7-ZIP.
