If you set the property HWND_TOPMOST you can't unset it with HWND_NOTOPMOST.
The reason for this issue is in reactos/subsystems/win32/win32k/ntuser/winpos.c
starting at line 1015. This condition is probably wrong, but I'm not sure about
the siblings, therefore i keep it untouched.
