I've done some tests with 45351 compiled with usb debugging enabled.

For me, USB keyboard works only during 1st stage, in 2nd stage it stops
working.
If I insert a PS/2 keyboard, unplug the USB one and restart, my debug log gets
flooded and after some seconds ros crashes with *** DPC routine > 1 sec ---
This is not a break in KeUpdateSystemTime. Crash doesn't seem to happen without
enabling debugging in uhci.
